No. Notice to Mariners No. II - 1.1 SECTION II NM 5/25 MARINE INFORMATION STANDARD NAUTICAL CHART REDUCTION As the international maritime community moves towards electronic navigation, the Maritime Safety Office has begun reducing NGA's Limited Distribution (LIMDIS) Standard Nautical Chart (SNC) portfolio as of August 2023. Hardcopy charts, with the exception of Littoral Planning Charts and Public Sale Charts, will be canceled no later than 31 August 2024. The remaining charts are planned to be canceled by March of 2026. A cumulative list of completed and projected hardcopy chart cancellations, starting in US Notice to Mariners week 34/23, is available by clicking on the “SNC Cancellation List” button to the right of this webpage: https://msi.nga.mil/NTM. NGA will support limited US government hardcopy requirements in these areas by using Certified Printed Electronic Navigational Chart (CPENC) and international partners charts. CPENC boundaries can be found in the DLA Map Catalog and the interactive DLA Map Catalog in FEDMALL. US Government customers needing hardcopy support in areas where charts are canceled should contact MarHelp@nga.mil. Sailing Directions are being adjusted to reflect the elimination of Standard Nautical Charts. 1. Sector Graphics - Removal of all SNC footprints, adding a sector boundary polygon, deleting of the Defense Logistics Agency (DLA) information paragraph, and updating the sector graphic caption “Sector ###-CHART INFORMATION” to read “SECTOR ###-BOUNDARIES.” 2. Explanatory Remarks - Updating the Charts paragraph to reflect the SNC reduction process. 3. Index-Gazetteer - Updating the information paragraphs to reflect the SNC reduction process. 4. Sailing Directions Text - Removing all references to SNC chart numbers. NEW EDITION OF SAILING DIRECTIONS Pub. 191, Sailing Directions (Enroute) English Channel, Twenty-first Edition, 2024, is now available through electronic access at the Maritime Safety Web site (https://msi.nga.mil). This edition will be available on the Digital Nautical Publications-Quarterly Update, 1st Quarter 2025, DVD-ROM. Pub. 191 has been corrected to 2 November 2024, including Notice to Mariners No. 44 of 2024. WORLD MAGNETIC MODEL 2025 The National Geospatial-Intelligence Agency (NGA), in partnership with the National Oceanic and Atmospheric Administration (NOAA), and in agreement with the British Geological Survey (BGS) and the United Kingdom Defense Geographic Centre (UKDGC), released the World Magnetic Model 2025 (WMM2025). For the first time, two versions of the model have been released: 1.The standard 5-year update (WMM2025). 2.A high-resolution version (WMMHR2025). WMM2025's spatial resolution at the Equator is 3,300 kilometers. By comparison WMMHR2025 offers improved spatial resolution of approximately 300 kilometers, providing greater directional accuracy through enhanced data precision. The WMM is a joint product of NGA and UKDGC. The model and associated software are jointly developed and distributed on behalf of NGA and UKDGC by the NOAA National Centers for Environmental Information and BGS, respectively. The U.S. Department of Defense, the U.K. Ministry of Defence, the UK Hydrographic Office, the North Atlantic Treaty Organization, and the International Hydrographic Organization use the WMM as the standard model for navigation, attitude, and heading referencing systems using the geomagnetic field. Everyone who uses a GPS-enabled cell phone to navigate, or has ever flown on an airplane, relies on the WMM. The model is updated every 5 years and validated annually to ensure it falls within the WMM military specification. The WMM also includes updates to blackout zones, near the North Pole and the South Pole, where the Earth's magnetic field can be unusable for navigation. The WMM2025 or the WMMHR2025 can be downloaded from the NOAA web site (https://www.ncei.noaa.gov/products/world-magnetic-model). NM 5/25 SECTION II II - 1.2 NGA DIGITAL NAUTICAL PUBLICATIONS - QUARTERLY UPDATE The Digital Nautical Publications-Quarterly Update (Limited Distribution), Fourth Quarter 2024, is ready for issue. The publications within are corrected to 28 December 2024, including Notice to Mariners No. 52 of 2024. The Digital Nautical Publications-Quarterly Update is now issued in DVD-ROM format. The production schedule of Digital Nautical Publications-Quarterly Update coincides with the production schedule of the quarterly Notice to Mariners issues, namely 13, 26, 39, and 52 or 53 of each year. The DVD-ROM contains updated copies of NGA nautical publications, including all 42 Sailing Directions Enroute/Planning Guides, The American Practical Navigator (Pub. 9), International Code of Signals (Pub. 102), Radio Navigational Aids (Pub. 117), World Port Index (Pub. 150), Distances Between Ports (Pub. 151), Radar Navigation and Maneuvering Board Manual (Pub. 1310), Sight Reduction Tables for Marine Navigation (Pub. 229), Sight Reduction Tables for Air Navigation (Pub. 249), Fleet Guides (Pub. 940 and Pub. 941), the Summary of Corrections, List of Lights, Atlas of Pilot Charts, Chart No.1, Notice to Mariners issues 1/2024 through 52/2024, including the associated high-resolution graphic correction files for printing, United States Coast Pilot Series, NOAA Tide Tables and Tidal Current Tables, NWS Observing Handbook No. 1, USCG Light List Volumes, USCG Navigation Rules and Regulations Handbook, ONI MODU Handbook, Admiralty Sailing Directions NP24 (Black Sea and Sea of Azov Pilot), and Admiralty Rapid Sight Reduction Table AP3270(1). This disk also includes the Nautical Calculators, digital Chart/Publication Correction Record Cards and hyperlinks to the Web sites of various maritime organizations. It is important to note that this product is issued and updated quarterly and users must still refer to the Maritime Safety Web site at https://msi.nga.mil or updates between issues. Due to the large volume of information received, NGA cannot acknowledge receipt of every report. Some reports containing useful data are filed for use in the compilation of the next edition of the affected product. Others confirm or clarify previously reported information. Echogram traces are digitized and become part of out Bathymetric Database. Acknowledgment is made by inclusion in the Observer’s List of the Notice to Mariners (page ii), or in some cases by letter from the Agency involved. For additional information about various Hydrographic Reports, consult The American Practical Navigator (Chapter 31).
