NGOs urge IMO member states to hold line on Net‑Zero Framework ahead key GHG talks

In the run‑up to next week’s IMO Intersessional Working Group on GHG (ISWG‑GHG 22), the Clean Shipping Coalition and other environmental NGOs have called on member states to maintain support for the Net‑Zero Framework, a climate package approved at MEPC 83 that includes a Global Fuel Standard and a pricing mechanism on emissions. The groups warn that alternative proposals could weaken the IMO greenhouse gas strategy’s 2030 and 2040 targets and undermine global environmental compliance for shipping.

On August 27–28, 2026, environmental NGOs under the Clean Shipping Coalition issued a statement urging International Maritime Organization (IMO) member states to “ignore dangerous distractions” and stand by the Net‑Zero Framework (NZF) at the upcoming ISWG‑GHG 22 meeting in London. The NZF, endorsed at MEPC 83 in 2025, establishes a Global Fuel Standard (GFS) that gradually tightens allowed greenhouse gas emissions per unit of marine fuel energy and introduces a mechanism to price part of shipping emissions, with revenues earmarked to support a just and equitable energy transition, particularly in developing countries. The ISWG‑GHG 22 agenda includes detailed work on NZF with a view to adoption at the extraordinary MEPC 85/ES.2 session in December 2026, alongside further development of the IMO life‑cycle GHG assessment (LCA) framework for marine fuels.

Argus launches first FuelEU Maritime spot price index, boosting transparency in EU ship emissions compliance trading

Price reporting agency Argus has introduced the first FuelEU Maritime pooling spot price, quoted in €/t CO₂ equivalent, to bring transparency to the growing market where shipowners trade surplus compliance under the EU’s FuelEU Maritime regulation. The scheme applies to ships above 5,000 GT operating in EU waters and requires progressive greenhouse gas reductions from a 2% cut today to 80% by 2050.

LNG shipping consortium trials continuous emissions monitoring to strengthen IMO and EU compliance

Lloyd’s Register, Seapeak, Kongsberg Maritime and Tunable have launched a joint development project to validate continuous emissions measurement technology onboard a new LNG carrier, aiming to provide more accurate compliance with IMO and EU greenhouse gas reporting frameworks. Announced at Gastech 2026 in Bangkok, the trial will compare CEMS‑measured CO₂ emissions against engine test-bed data and default emission factors to assess the regulatory applicability of direct measurement.
